Position Accountabilities and Essential Functions:

POSITION SUMMARY :

Primary responsibility for the operation, repair, maintenance, and construction of all college facilities, grounds, equipment and

related systems including responsibility for on-going planning, evaluation, and making recommendations for new construction, renovations, maintenance and life cycle replacement of assets and related systems to provide a physical environment conducive to effective learning and attainment of the mission, vision, and values of the college. Also responsible for leading and directing the operation, maintenance, and administration of the college's property and liability insurance, risk management, workers compensation and loss control programs, sustainability program, and compliance with federal, state, and local regulations including hazardous materials, safety, etc. Responsible for providing strategic vision, leadership and administrative oversight to the entire Facility and Maintenance Operations team and structure of the College. Responsible for the total annual facility and maintenance budget, including the Plant Funds which responsibilities include maintaining and leading the direction and planning for the capital outlay master plan. The position has fiscal oversight, and responsibility of the Facility Management and Operations to ensure that all resource and operational objectives and requirements are met and align with the College Strategic Plan. Works in coordination with various offices across the campuses and closely with the Director of Business Services and Finance Departments and is responsible for the oversight and approval of all facility related requests and purchases, which at times includes formal written communications and/or presenting information to the Board of Trustees.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING :

  • Partner and collaborate with V.P. of Business & Finance and Executive leadership to align departmental strategies, projects, and services with the College's overall strategic goals.


  • Develop and recommend policies and guidelines that are designed to protect, enhance, and preserve the college's physical assets, analyze, and assesses to make recommended modifications to both the short term and long-term objectives of the capital outlay plans of the facilities as necessary.


  • Directs the development and implementation of plans, policies and procedures for the construction, renovation, operation (including custodial) maintenance, preventative maintenance and repair of multiple buildings and structures, engineering plant, systems, grounds, equipment, and related technologies to ensure a physical environment conducive to the attainment of the mission of the college.


  • Direct the care and maintenance of all facilities to ensure that the college's property and physical plant are maintained in a clean, operationally sound, welcoming, and aesthetically pleasing manner.


  • Optimizes staffing decisions to improve productivity and develops, recommends, allocates, and manages all Facility and Plant Fund budgets within assigned cost centers to ensure the most cost-effective use of the college's resources. This includes developing, planning and oversight of budget reports and updates to the V.P. of Finance and Business, and/or designee and any other fiscal reporting requirements as part of the Facilities and Plant Fund. GASB accounting and reporting requirements. Manages the purchase of energy/fuels and utilities and administers the college's energy management and energy conservation programs.


  • Primary administrative responsibility for negotiating and implementing the Facilities Management Labor Agreement, including the development of innovative contract language to support Facility Operations and the College when required, and maintaining collaborative and cohesive working relationship with the union membership and union leadership.


  • Directs the operation, maintenance and administration of the property and liability insurance and the college's risk management/loss control programs and compliance with all federal, state, and local laws, codes and regulations pertaining to facilities/operations including required reports, safety data sheets, hazardous materials, worker right-to-know ADA , etc. To ensure appropriate standards and requirements are met at reasonable cost.


  • Promote a culture of customer service excellence and accountability, with an emphasis on team responsiveness, professionalism, and subject-matter expertise; cultivates innovative problem-solving across the Facility Management Operations that are essential in moving the College forward in its mission as an open access institution focused on equity, retention, and completion.


Required Qualifications:

  • Bachelor's degree or equivalent knowledge and skills in related field. Major(s) preferred: Architecture, Engineering, Facilities Management, Construction Management, or similar formal education.
  • Fluent in use of technology: Microsoft office applications use of excel and word.
  • Demonstrated knowledge and experience in leading teams comprised of vendors, contractors, construction, engineering, and architectural firms, etc. and communicating and or presenting to external and internal stakeholders.
  • 3 – 7 years of progressively responsible position related experience in Facilities Management

  • Master's or Advanced Degree and/or Licensed Professional Architect or Engineer
