Description
This position is responsible for supervising the Land Appraisal team in the completion of complex appraisal work, gathering and analyzing descriptive data and appraising real property for assessment purposes. Work involves a full range of duties including planning, organizing and directing the goals, objectives and activities of the land appraisal staff, including workloads and outcomes. During some periods, a significant percent of this work involves hiring, training, coaching, administrative analysis and oversight. Acts as the subject matter expert in the Assessor's Office on matters related to appraisal of vacant and improved land, subdivision discounting, natural resource valuation and agricultural classification. Works to ensure compatibility with Assessor strategies, state law and DPT regulations. As a member of the management team, plans and participates in projects that entail complex coordination of resources and helps troubleshoot and resolve problems with assessment data.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive. The Assessor reserves the right to modify or change the duties or essential functions of this job at any time.)
• Plan and organize land appraisal activities to comply with Assessor statutory obligations.
• Supervise Land Staff Appraisers in the data gathering, data analysis and appraisal activities to value all land within Douglas County. Prioritize and coordinate workload, assign and check work, develop procedures and training manuals. Supervisory duties include hiring, performance management and employee development such as planning, coaching, training, and performance evaluations as well as disciplinary actions.
• Train Land Appraisers concerning procedure changes, laws, regulations, appraisal techniques and methods, and the use of a variety of references to determine assessed value. Utilize resources including, but not limited to, market data, USPAP, and the State Division of Property Taxation manual (Assessor's Reference Library).
-Evaluates and tests new software, patches, upgrades, applications of artificial intelligence and other new technologies. and updated policies and procedures.
• Monitor, analyze and review all land values for biennial reassessments. Review land sales ratios for state auditor compliance. Confer and coordinate with Appraisal Analysts in mass appraisal processes and procedures, including market area delineation, mass appraisal model development and calibration and land attribute definition and application.
-Supervise and train appraisers in sales verification reviews. Apply best practices and use of technology to complete sales validation in a timely, accurate and complete manner. Review sales database for accuracy and outliers in preparation for modeling. Ensure complete compliance with state standards and audit expectations.
• Manage land valuation appeals at the Assessor level and beyond. Represent the Assessor's office as a professional witness at all levels of appeals. Research, prepare and analyze supporting documentation for expert testimony in Abatements, State Board of Assessment Appeals, Binding Arbitration and District Court Cases.
-Prepares and reviews appraisal reports from staff, for presentation before various State and County appeal boards along with district court.
-Make recommendations to the County Assessor, Appeals Administrator and County Attorney regarding the disposition of appeal cases. Communicate with the public concerning appeals and explain and/or discuss applicable laws and codes.
• Work directly with other senior positions to develop office procedures and training and to meet Assessor's goals and deadlines. Attend and conduct seminars, classes and workshops related to the appraisal processes.
• Provide training and technical assistance to Assessor's Office employees in and outside the team regarding subdivision processing and discounting, agricultural classification and vacant land valuation.
• Perform other duties as assigned, including special projects. Regularly acts as the subject matter expert in department projects related to land appraisal.
-Coordinates all continuing education requirements identified in C.R.S. for licensure for self and staff.
Minimum Qualifications
EDUCATION & EXPERIENCE:
  • Generally, a bachelor's degree from an accredited college or university in a field related to real estate, economics, finance or business administration.
  • Four or more years of progressively responsible experience in mass appraisal and assessment. Experience leading, training and supervising others in this area is preferred.
CERTIFICATIONS, LICENSES, & REGISTRATIONS:
  • Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
  • A State of Colorado real estate appraisal license is required within two years of hire, as well as the ability to continuing education requirements of the State of Colorado. A Certified Residential or Certified General Appraisal License is preferred.
