Our Construction Division is seeking a Program Consultant Construction to join our team. This is a unique opportunity to combine both Project Management and coding skills into a single position. This role acts as a PM Lead on various transportation construction software implementations and may find themselves configuring the code to accommodate SME requests. The selected candidate will be responsible for:

Functional Oversight: Oversee statewide construction administrative management functions. Responsible for contract management practices, project review for quality of data, and ensuring compliance with federal and state laws, regulations, policies and procedures. Lead strategic planning, development and implementation efforts of innovative agency-wide programs and policies for the development and delivery of highway construction initiatives that drive the implementation of improvements through technology or streamlined processes. Interpret existing and proposed legislation to determine programmatic impacts on both business processes and supporting software.

Project Delivery: Assure statewide improvements to business practices and software implementations are administered in compliance with VDOT/VITA policies. Apply and complete Project Management procedures, practices and deliverables for business process enhancements and software initiatives based on sound business decisions. Plan for program needs, develop and implement policies and procedures. Provide guidance and interpretations to VDOT, contractor and other local and federal agencies regarding implemented software and associated business practices. Serve as technical expert and authority in specialized areas; specifically, those surrounding AASTHTOWare Project [AWP] Software and other key construction tool suites. Update and maintain operating procedures, policies and associated technical documentation. Provide input into standards and specifications for administration of VDOT's software and business processes that support the construction program. Implement software projects ensuring technical information is accurate and completed within established budget and time constraints. Ensure quality control and quality assurance of statewide construction software implementation projects. Must be highly experienced in Software Project Management principles and methodologies and associated Business Analyst outputs in order to guide implementation teams and review accuracy and completeness of team deliverables.

Software Administration: Lead implementation teams and partner with VDOT consultant support. Ensure installations and license assignments are well documented and up-to-date. Research new technologies and ensure VDOT software initiatives remain state of the art; must maintain current accurate knowledge of evolving Construction/AWP software at the module level. Generate Issue Statements, Requirements and Recommended resolutions; create data definition and mapping documents; maintain release notes. Prepare justifications for software procurements; see procurements through to resulting project implementations. Must be highly skilled with SQL query language and anticipate this knowledge to be transferred into other coding languages such as C Python. Power BI and other BI reporting tools for report creation is a must.

Partner with Internal and External customers: Work with districts to select projects to be partnered. Identify parties to attend meetings, establish agenda, lead meetings, achieve consensus and conduct follow-up meetings. Maintain open communication with VDOT staff, contractors, subcontractors, and suppliers to identify actual and potential problem areas. Track program success and lessons learned. Perform statistical and analytical reviews to identify policies or procedural changes to strengthen program. Draft, obtain approval for and implement policies surrounding partnership process that guide supporting software. Be prepared to travel and participate in national annual User Group Conferences specific to AASHTOWare Project Software.

Training Initiatives: Lead, develop and schedule training initiatives. Partner with the Learning Center to identify target audience, topics, and training based on established needs and created courses. Work through industry associations to extend training to contractors, subcontractors or suppliers where appropriate. Lead training or arrange for instructors with the goal to improve performance and proficiencies that reinforce compliance with Department schedules, policies and specifications. Obtain feedback from attendees and establishes performance metrics to gauge training effectiveness.

Minimum Qualifications

  • Knowledge of local, state, federal transportation laws, rules, regulations, policies and programs impacting highway construction.
  • Knowledge of state consultant procurement regulations.
  • Ability to direct complex construction functions located statewide, to strategically lead intricate programs and projects.
  • Ability to communicate effectively orally and in writing with diverse audiences to include delivering presentations, conducting meetings, developing training materials and conducting classes.
  • Skill in the use of computers and software applications.
  • Ability to develop policies, procedures to include ensuring implementation of progressive state-of-the art methodologies, practices and procedures.
  • Working knowledge of statistical and analytical modeling methods.
  • Knowledge of theories, principles, practices of cost management, scheduling, construction management, project management and design.
  • Ability to read, interpret construction plans, specifications, contracts and procedures to assess construction costs.
  • Ability to administer functions related to budget management, financial oversight, statistical reporting and staff development.

Additional Considerations

  • Experience in Construction Contract Administration and Inspection practices; experience with policy development, consensus building, and meeting facilitation. Ability to measure project performance.
  • A combination of training, experience, or education in Construction Management, Business Administration, PMP, IIBA, Information Technology, Engineering or related field desired.
  • Skill in the use of Construction software including AASHTOWare Project and BI reporting tool suites.
  • Experience in .xml and SQL and also using MS Project and MS Office applications.
  • Sr. Level Project Management, Business Analysis and Software SDLC/Implementation experience.
