Job Description:
Under the general supervision of the Assistant Director of Parks and Recreation, the Recreation Superintendent is responsible for overseeing the planning, implementation, and daily operations of the City of Boerne’s recreational programs and facilities. This includes the administration of athletic leagues, community education programs, aquatics, special events, splash pads, social media, and non-city sponsored special event applications. Key responsibilities include developing and maintaining standard operating procedures (SOPs); establishing and achieving program goals and objectives; and ensuring compliance with departmental policies. The Recreation Superintendent manages and supervises recreation staff, seasonal personnel, and contracted instructors or vendors, with direct oversight of the City Pool, City Lake, and associated operations. Additional duties include program evaluation, budget oversight, community engagement, and coordination with other city departments and partners to deliver high-quality recreational opportunities to the public.

Key Responsibilities:
  • Assists the Director of Parks and Recreation with the implementation of goals, policies, work standards and programs for the department in a manner that ensures compliance with City policies, mission, vision and values, NRPA standards, as well as federal, state, and city regulations.
  • Coordinates and facilities the use of the city athletic fields/courts with individuals/organizations wishing to use those City facilities.
  • Assists with state, regional, and national events or meetings applicable to athletics, community education, aquatics, and special events.
  • Maintains City memberships in organizations relating to athletic leagues and aquatics.
  • Ensures preparation and maintenance of accurate records, reports, evaluations, studies, and proposals on current and long-range recreation needs, activities, personnel, and equipment; monitors agreements as they relate to recreation facility maintenance.
  • Assists with the preparation of the recreation programming budget; monitors budget operating records, and reports on assigned athletic leagues, community education programs, special events, and aquatic operations.
  • Executes interviews and manages seasonal positions.
  • Overlooks the management of the Boerne Municipal Pool year-round.
  • Responsible for necessary equipment for all recreation programs, special events and activities and ensures that required equipment is properly maintained and inventoried.
  • Plans, promotes, coordinates, implements, monitors, and evaluates assigned recreational programs and special events.
  • Supervises assigned recreational programs and special events, which may include evening and weekend hours.
  • Investigates misconduct of participating athletic leagues/activities or members and takes appropriate action.
  • Responsible for record keeping on daily league schedules, recordings, and standings for assigned sports leagues, community education classes and special events.
  • Responsible for officials’ transactions of pay, training, and conduct during departmental sponsored athletic leagues and activities.
  • Negotiates contract with outside officials’ organizations.
  • Manages social media platforms.
  • Enforces all City and Departmental policies.
  • Assists with City committees as assigned by the Parks and Recreation Director.
  • Assists the Facility/Cemetery coordinator as needed, giving information, collecting of fees and deposits, and coordinating rentals.
  • Serves as essential emergency personnel when required.
  • Regular and prompt attendance is an essential function of the position.
  • Performs such other duties as may be assigned.
Qualifications:
  • Education:  Bachelor’s degree in Parks and Recreation, Recreation Administration, Public Administration, or a closely related field is required. A minimum of five (5) years of progressively responsible experience in recreation program management, including supervisory or leadership experience. An equivalent combination of education, training, and relevant experience may be considered, provided it demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position.
  • Knowledge of: philosophy & objectives of public recreation; of principles of supervision, organization, and administration; and of current trends and developments in the field of park & recreation development. Knowledge of the standard resources, practices, materials, and facilities utilized in recreation programs and activities.
  • Skill/Ability to : read & understand technical materials, reports, and journals as well as city policies, procedures, and budget documents; plan, direct and coordinate the work of recreation department employees. Operate various computer software programs; possess strong written & verbal communication skills, organizational skills & attention to detail.
  • Safety/Physical Requirements : Physical efforts include lifting up to 40 pounds, working irregular hours, being exposed to outdoor elements at times, driving, sitting, and operating office equipment.
  • Certifications & Licenses Required:  Must be bondable and possess a valid Class C Texas Driver’s license. Certified Park and Recreation Professional (CPRP) and/or Certified Aquatic Facility Operator (AFO) certifications are preferred. If not already certified, the ability to obtain either the CPRP or AFO certification within 12 months of hire is required.
