About the Department and Role As part of the Impact team, the Research Analyst II will support program evaluation efforts from the planning stages through the execution of the evaluation and testing processes. Manage evaluation projects across multiple programs. Establish and implement evaluation capacity-building projects for programs that include empowering them with tools for real-time data decision-making to allow them to implement evaluative procedures in day-to-day program decision-making. Create effective systems for continuous improvement throughout JobTrain and the communities it serves.
This position is hybrid with two days in our Menlo Park office and three days remote. During initial training period, we anticipate the selected candidate will primarily work from the office. Major Duties and Responsibilities Impact Activities, Strategies and Evaluation
- Collaborate with stakeholders across the organization as well as with external partners to plan and implement evaluation plans. This includes involving others in planning and design, as well as collecting, processing, managing, and sharing client-, program- and organizational-level data. Demonstrate responsible professional behavior and participate effectively within and across teams.
- Co-conduct evaluation projects that apply qualitative and quantitative methods to assess programs and initiatives within and outside of the organization, drawing upon primary and secondary data.
- Oversee the creation of effective systems (electronic and hard copy) for the gathering, quality assurance, and storage of all program data.
- Conduct special evaluations and perform major project tasks, including formulating research questions, writing evaluation plans and scopes of work, designing data collection and analytic plans, establishing and managing project timelines, and leading project deliverables as directed.
- Contribute to grant development efforts that identify and respond to RFPs that align with and advance the organization's vision and current objectives. Provide technical assistance and support to programs regarding grant requirements, data collection procedures, and grant goals, objectives, and targets.
- Conduct site visits to observe programs to co-assess program quality and fidelity of program implementation as needed.
- Co-evaluate current program operations and outcomes and apply research, data, and policy analysis to recommend program improvement strategies.
- Present evaluation findings and recommendations in briefings, reports, and presentations to lay and stakeholder audiences such as program staff, directors and executive leadership, professional associations, and other external organizations.

Experience
- 3 to 5 years of experience in program evaluation and/or human services evaluation.
Experience in internal evaluation, mixed methods evaluation, community-based participatory research, data collection techniques, and data analysis required. - Ph.D. program completion will substitute for 2 years of required experience.
- Experience working with data systems (e.g., Salesforce, Clarity) to collect, store, and demonstrate program data.
Knowledge, Skills and Abilities - Job Knowledge: Knowledge of model programs, study design, and analytical and data management practices in human services is required. Knowledge of Evaluation theory, such as empowerment and utilization evaluation, is preferred.
- Technology Skills: Proficient in data analysis for quantitative and qualitative research. Ability to use Microsoft 365 software (Word, Excel, PowerPoint, Outlook, Teams) and online data collection tools (e.g. Google Forms, Survey Monkey) Knowledge of any of the following statistical software: -, R, Atlas TI, PowerBI. Knowledge of case management database system: preferably Salesforce.
- Preferred: Know how to tell a programmatic story with data.
- Planning and Organization: Demonstrated track record of setting and meeting goals. Strong process improvement, organization, planning, and implementation skills. Ability to coordinate multiple projects, set priorities, analyze and resolve problems, and make decisions in a timely fashion.
- Cultural Competency / Networking -Demonstrated ability to work effectively with diverse populations.
- Preferred: Ensure DEIB is part of all Impact processes and integrated into innovation as well as systemic development.
- Other: Willingness and ability to work occasional weekends and evenings.
- Potential local travel to and within San Mateo and Santa Clara Counties.
Education - Master's degree in social sciences which includes measurement and its application in relationship to human development, public health, and/or human services required.
- Ph.D. with an emphasis in evaluation theory preferred.

The targeted hiring range for this position is: $76,901.86 - $82,400
