Mercer is seeking candidates for the following position. We are looking for an individual to join our Mercer Government Human Services Consulting (GHSC) team who has deep experience and knowledge related to Medicaid-funded behavioral health programs and services. We are seeking individuals with expertise in implementing, monitoring, and managing evidence-based best practices for mental health and substance use disorders.

Candidates can be remote or hybrid-based, depending on proximity to one or our Mercer offices.

Senior Medical Consultant -Licensed Behavioral Health Specialist

  • The Senior Medical Consultant will help lead and/or provide subject matter expertise for complex projects with Mercer Government's clients.
  • Our clients are primarily State Medicaid and Children's Health Insurance Program (CHIP) agencies and related state agencies responsible for Medicaid and CHIP fee-for-service and managed care programs.
  • Responsibilities of this role include providing project leadership, thought leadership, team management, and business development.

We will count on you to:
  • Participate on multiple project teams as a subject matter specialist in behavioral health programs and operations, including those administered through managed care, fee-for-service, federal block grants, and state appropriations. Projects are diverse and include strategic planning; program design; procurement; performance-based contracting; readiness and post-implementation reviews; managed care reporting, monitoring, and performance management; briefing documents; focused studies; and clinical support for actuarial analyses.
  • Coordinate and manage project teams, ensuring the team is within budget, on time and producing work consistent with the scope of work and ensuring communication with client, project team and client manager.
  • Develop and present reports on project results to clients, managed care entities, and related stakeholders.
  • Coordinate with client managers and other leaders to develop new business, including helping to define the proposal strategy, drafting technical proposals, and identifying opportunities for expanded work with existing clients.
  • Work with sector leadership to identify and secure resources, ensuring work is leveraged to the right skill and career level, and providing team members opportunity to develop skills and expertise.
  • Stay current on market trends and the regulatory environment; consider the implication of new trends or changes in policies or regulations on clients' programs.
  • Develop intellectual capital; lead or participate in the development of tools or processes that can be leveraged for multiple clients.
  • Develop innovative strategies to resolve project challenges and to manage client expectations effectively.
  • Provide real time feedback to team members to support their growth and to maintain quality performance.
What you need to have:
  • A post-secondary degree sufficient to qualify for a clinical, independent license. A master's degree or doctoral degree is preferred.
  • A clinical license at the independent practice level in a behavioral health discipline is required.
  • A minimum 10 years of relevant experience is required.
  • Demonstrated experience in working with Medicaid in a leadership role.
  • Experience with implementation of evidence-based practices for high-risk behavioral health conditions in low-income populations.
  • Strong critical thinking and analytical problem-solving skills.

  • Extensive behavioral health managed care experience at a managerial level (or extensive state administration experience as a bureau chief or senior director over behavioral health programs and services).

Marsh McLennan is committed to hybrid work, which includes the flexibility of working remotely and the collaboration, connections and professional development benefits of working together in the office. All Marsh McLennan colleagues are expected to be in their local office or working onsite with clients at least three days per week. Office-based teams will identify at least one "anchor day" per week on which their full team will be together in person.

The applicable base salary range for this role is $83,500 to $167,000.

The base pay offered will be determined on factors such as experience, skills, training, location, certifications, education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis. In addition to the base salary, this position may be eligible for performance-based incentives.
